
The Southeast Asia Hub for School Leadership (SEA Hub)
A network of organizations collectively strengthening school leadership in
Southeast Asia.

School leaders play a pivotal role in not only leading schools effectively but also in implementing policies and programs at the school level. Research has shown that strong leadership improves teaching quality and student learning outcomes across diverse contexts. Yet in Southeast Asia, many school leaders do not receive the support and training needed to bridge policy and practice, challenges that were further amplified during and after the COVID-19 pandemic.
In 2025, together with the Southeast Asian Ministers of Education Organization (SEAMEO) Secretariat, we saw an opportunity to bring together education stakeholders to build a shared agenda for school leadership in the region.
The Southeast Asia Hub for School Leadership (SEA Hub)
The SEA Hub is a growing network of education stakeholders committed to elevating school leadership as a critical lever for strengthening education systems in Southeast Asia. By bringing together partners across the region, the Hub aims to shape a shared vision, co-create knowledge, and drive policy and systems-level change that creates enabling conditions for school leaders to lead more effectively.
Laying the Foundation
Together with the SEAMEO Secretariat and regional partners, we are currently laying the foundation for a shared, regionally grounded agenda for school leadership. This phase of work includes convening key stakeholders, conducting a regional landscape analysis of school leadership policies and practices, and consulting a wider group of actors across the education ecosystem. These insights will inform a regional report and guide the Hub’s agenda, structure, and initial action areas.
Objectives

Strengthen member organizations by sharing, learning, and acting as a collective.

Create and systematize knowledge through research, evidence, and resources.

Generate proposals to guide public policy and amplify the impact of organizations.

Position school leadership as a central issue in the education policy agenda in the region.
