Strengthening instructional leadership in Ghana

Global School Leaders (GSL) requests proposals for our school leadership support project funded by the Jacobs Foundation. We hope to engage one or two delivery partners to implement four newly adapted, 18-month-long instructional leadership training programs for school leadership teams in Ghana.

Background

Ghana’s Ministry of Education highlights the role of the school leader in maintaining a clear focus on learning, and offers guidance around student-centered teaching. However, not all schools are familiar with these suggestions, nor how to implement them. To explore how to bridge this policy-practice gap, GSL partnered with Ghana National Association of Private Schools (GNAPS) in 2023-24 to implement a three-month instructional leadership program. This program, serving 300 participants from 100 low- and middle-fee private schools in Bibiani, Cape Coast, Domango, and Wa, was supported school leaders to develop evidence-based instructional leadership practices. 

Current learning efforts

We are now expanding this into an 18-month program, Leadership for Learning. This program will expand beyond low-fee private schools to include public schools, too. Leadership for Learning will build on learnings from our first program, but will allow more time for school leaders to absorb, test out, and reflect on the instructional leadership concepts and skills they encounter. A multi-stakeholder consortium of governmental offices, NGOs, researchers, and funders, supported by GSL and IEPA, is helping to shape the program into four programs adapted to different contexts. GSL invites proposals for the implementation of this new phase of school leadership programming.

About Leadership for Learning

The Leadership for Learning program is designed to strengthen instructional leadership skills, with the goal of improving both teaching and learning outcomes. The program has been piloted as a five-day training course spread over three months and is currently being refined based on feedback from school leaders, survey data, and expert recommendations. Offered to three leaders (formal or informal) from each school, the program is structured around a set of key principles:

  • Leadership in schools is often shared.

  • Active learning is the most beneficial instructional approach for children.

  • School leaders need to observe and provide feedback to teachers.

  • Teachers benefit from structured opportunities to observe each other and discuss their teaching practices.

We are adapting the program into an 18-month-long course for four different types of schools: 

  1. Public schools in urban/semi-urban areas

  2. Public schools in rural areas

  3. Low-fee private schools in urban/semi-urban areas

  4. Low-fee private schools in rural areas. 

 

The four programs will run concurrently, from September 2025 to January 2027. We will be exploring the uptake of instructional leadership practices in these four different settings.

 

Proposals can be submitted for either:

  • Full implementation: Delivering all four programs (two for public schools, two for private schools).

  • Partial implementation: Delivering one pair of programs (either the two public school programs or the two private school programs).

 

Delivery partners are expected to:

  • Deliver five one-day workshops interspersed with personalized support to school leadership teams.

  • Support the refinements of the training materials.

  • Collect monitoring data from at least 80% of participants in all training sessions.

  • Liaise with our M+E partner, The Khana Group (TKG) on baseline and endline survey implementation.

  • Coordinate with GSL on all of the above, including implementation challenges and mitigation of potential risks.

1. Scope of Work
1. Identify sample schools:

A) Delivery partners will identify sample schools based on the scope of their implementation (full or partial).

i) For full implementation, identify 200 schools, plus additional schools to account for withdrawals, in four different types of schools (50 schools each in public urban/semi-urban, public rural, private urban/semi-urban, and private rural) as per GSL selection criteria. For each program, GSL will randomly assign the 50 schools as 40 intervention and 10 control schools.

ii) For partial implementation (public or private schools only), plus additional schools to account for withdrawals, with half from urban/semi-urban areas, and half in urban areas. For each program, GSL will randomly assign the 50 schools to 40 intervention and 10 control schools.

B) Secure the participation of 40 intervention schools in each group (160 total for full implementation, 80 for partial) to receive the training.

2. Engage school leaders in intervention schools (3 leaders per school).

3. Secure necessary official permissions for training, implementation, and research activities.

4. Conduct training:

A) Delivery partners will manage all aspects of training program delivery, including familiarising themselves with GSL’s training materials and participating in train-the-trainer sessions provided by GSL.

B) The delivery of training will involve 

i) Five in-person one-day learning sessions held once every two or three months. These sessions will provide opportunities for interactive discussions, networking, and practice of concepts being learned.

ii) Assignments and follow-up (through coaching and/or professional learning communities)

iii) As needed, reimbursing travel or internet costs incurred by educators participating in the program.

5. Monitor program implementation by collecting data and information on training attendance, feedback, and program uptake.

6. Coordinate research activities:

Our research partner, TKG, will conduct research around this program through a baseline and endline survey of teachers and school leaders, complemented by a qualitative study including interviews, classroom observations, and observations of teacher and school leader interactions, to gather more insights for program improvement. Delivery partners will closely work with GSL and TKG to facilitate data collection: 

  • Coordinate sample schools for research activities:

    • Provide the list of intervention and control schools so that GSL and TKG may identify a small sample of schools to participate in baseline and endline surveys. 

    • Communicate with the intervention schools and local government

    • Provide support in getting government permits to collect data.

  • Coordinate baseline and endline surveys of teachers and school leaders:

    • Review and provide inputs to the survey questions. 

    • Coordinate with TKG to ensure that in the intervention schools, the baseline survey takes place before the program begins, and the endline activities take place only after the program ends. 

    • Facilitate the administration of baseline and endline surveys of teachers and school leaders.

  • Facilitation of the qualitative study:

    • Review and provide inputs to the in-depth qualitative study that will be carried out in a sample of the schools.

    • Coordinate with GSL and TKG on the timeline and logistics of the qualitative study.

    • Connect TKG researchers with the schools and support them to organize in-depth interviews, classroom observations, and observations of school leader and teacher interactions.

    • Provide GSL and TKG with the necessary contexts and other information to validate some findings from the field.

    • Collaborate with GSL in generating insights for program improvement.

2. Timeline and Budget

The budget for the implementation of all four programs is $100,000; however, the budget for partial implementation (public or private school programs only) is $50,000. This budget will cover all the activities defined in the Scope of Work (including administrative costs and coordination with GSL and our strategic partners). Although the training programs will commence in September 2025, all activities (including identifying schools, obtaining permissions, and refining the training approach) will begin beforehand and continue into early 2027.

3. Evaluation Criteria

Both nonprofit and for-profit organizations are welcome to submit proposals for this work.  

 

We welcome proposals from individual organizations and from coalitions/teams of organizations. 

 

You may submit proposals for:

  • Full implementation (all four programs).

  • Partial implementation (focusing on either the public school programs or the low-fee private school programs).

 

If you have a potential conflict of interest, such as a prior association with GSL or one of our strategic partners in this project (TKG, IEPA), there is an opportunity in the application form to describe it, and share how you might mitigate the conflict of interest.

About GSL

School leaders have the potential to make incredible changes in the lives of students by building a strong school culture and helping teachers provide great instruction. Yet, school leadership has not been prioritized in low and middle-income countries. GSL works to change that through the following workstreams:
